3 Woodbridge cops indicted on charges they covered up crash

WOODBRIDGE — Three township police officers have been indicted on charges that they tried to cover up a car crash that one of them caused last year.

The Middlesex County grand jury handed up the indictments against Brian Joseph, 33, of Perth Amboy, David Hughes, 31, of the Port Reading section of Woodbridge, and Amanda Felicies, 30, of the Fords section of Woodbridge.

Authorities have said Hughes and Felicies failed to file a report and changed computer records to cover up the May 23, 2015, crash involving Joseph.

Authorities previously declined to identify Joseph, a former Marine and Iraq War veteran.

But Joseph is now facing the same charges official misconduct and a related count of conspiracy.

Hughes was additionally charged with falsifying public records and tampering with public records to conceal the crash.

Felicies was additionally charged with lying under oath to police in January during an investigation into the cover-up.

Joseph was off-duty when he crashed his Mitsubishi SUV onto a curb of the West Pond Road exit of Route 9 North, the Middlesex County Prosecutor's Office said. The car was damaged and could not be driven from the scene, police said.

The investigation determined that Hughes filed a false report on the day of the crash.

All three were suspended from the force. Joseph and Felicies earn a base salary of $71,822, Hughes earns $91,273.
