Court: Ritacco Owes School District $4million

Former Toms River School Chief Mike Ritacco owes the district more than $4million in restitution to taxpayers.  But how will he ever pay it back? 

Reports say Ritacco appeared in court yesterday shackled in chains wearing prison attire.  The US Attorney's office says he owes the money.  His assets were seized after his 2010 arrest - but his beach front Seaside Park home is no longer under contract after sandy.  Ritacco's lawyer argued he doesn't owe the district anything.  The judge has not made a decision yet.
