The congresswoman whose district includes Los Angeles International Airport says she is "shocked and dismayed" by new revelations of communication problems in the emergency response to last year's deadly shooting there.

Rep. Maxine Waters says in a statement that the report released Tuesday on the airport, police and fire response to the November shooting is "an embarrassment."

Waters says that with $125 million a year spent on security, the airport should have a state-of-the-art emergency-response system and not one that "clearly failed on a critical day" as top commanders from different agencies struggled to communicate amid the chaos.

Waters said she expects to hear more from the airport on how the report's recommendations will be implemented.

A congressional hearing on the response is scheduled for next week.
