The Maryland insurance broker who last week admitted giving the former Toms River schools superintendent about $1,000,000 in bribes to keep his contracts today admitted skimming more than $2,600,000 from the Perth Amboy school district.

Francis Gartland, 70, pleded guilty in New Brunswick to money laundering and theft by deception. Gartland confessed to collecting $216,000 from city workers for a wellness program that didn’t exist.

Gartland will be sentenced in September. The state is recommending 15 years in state prison for the money-laundering admission, and seven years for the theft count, running concurrently.

He’d also be subject to seven and a half years of parole ineligibility and responsible for paying about $9,200,000 in penalties.

“In Perth Amboy, Gartland stole $2,600,000 from an Abbott school district, which needs every dollar to provide a better education for its children,” said Chiesa in a statement, “and stole another $216,000 from a city struggling to pay for essential services. We’re seeking a lengthy prison sentence for his corrupt conduct.”

The pleas also extend to several of his corporate holdings: Gartland and Company, Inc.; E-Administrative Systems; and Federal Hill Risk Management, the company contracted to the Toms River Regional School District during the fraud scheme that also lead to a guilty plea by former Superintendent Michael Ritacco.
