The Excellence in Medicare Act would offer providers incentives for enhanced performance that would translate to premium and co-pay reductions.

The measure would apply to plans in the four- and five-star range, considered the top levels in the Medicare Advantage rating system.

MacArthur's bill would lift star incentive limits and foster innovation and improvements through financial incentives and rebates to the providers.

They would then be required to pass the rewards to subscribers through either additional or enhanced benefits, expanded coverage, or cost reductions.
