The complaint against James D. Lynn, 63, was signed March 7 by Ocean County Superior Court Judge Wendel Daniels, according to the office of Ocean County Prosecutor Joseph D. Coronato.

Vineland police arrested Lynn without incident on March 11, in connection with the failure to register charge and other warrants.

Lynn was placed in the Ocean County Jail in Toms River. His bail was set at $40,000, with no option for release on payment of 10 percent. If convicted, Lynn would also risk a fine as high as $15,000.

Investigators say the offense dates to February 29, at the culmination of an investigation that began a week earlier.

Sex offenders subject to Megan's Law are required to register with police either once a year, or every 90 days, depending on their classifications. They must also notfiy police when changing addresses, jobs or schools.

The Prosecutor's office seeks information relevant to Lynn's case. Detective John M. Argento can be reached at 732-929-2027, ext. 2903.
