The Burlington County Prosecutor's Office announce the capture of a child sexual assault fugitive who had been on the lam for over 22 years.

James Barclay, age 48, of Altoona, Pennsylvania made his first court appearance Thursday April 17 on a Bail Jumping charged at Burlington County Superior Court in Mount Holly.

The Prosecutor's Office said Barclay was arrested on Saturday April 5th in Boswell, Pa., by officers from the Burlington County Sheriff's Office Warrant Unit and the New Jersey State Police Fugitive Unit. Officials said Barclay was living under the name James C. Toryone with a birth date of March 1963 and a residence of Altoona, Pa. He obtained a fictitious social security number and a valid driver's license under the assumed name and was able to buy a house and own firearms. He also worked as a long distance tractor trailer driver.

Barclay was originally arrested in 1989 in Cinnaminson where he was charged and plead guilty to sexually assaulting a 10-year-old child in Cinnaminson but prior to sentencing in 1991 he jumped bail.

The Prosecutor's office said that Barclay will be sentenced on the original charge of Sexual Assault on July 11th. His bail for the Bail Jumping charge was set at $150,000 and that case will be referred to the Grand Jury for indictment.
