Police said they charged John Broskey, 39, after he was observed by Officer Raheem Carter on Route 66 near the Seaview Mall at about 11 AM.

Broskey was charged with possession of heroin and a hypodemic syringe, and also with child endangerment.

He was placed in the Monmouth County Correctional Institution in Freehold, unable to post $20,000 bail and given no option for release on payment of 10 percent, police said.

The boy was given to his mother's care after notice was sent to the New Jersey Department of Child Protection and Permanency, police said.
